The Renewable Energy Department was established in 2013 during the restructuring of the Company, on the basis of separating the consulting segment on renewable energy (RE) of the Power Grid Project Department. However, consulting services on renewable energy have been provided to customers by the Company since 2004.
The total number of RE specialists includes 10 people, including 3 masters and 7 engineers, with deep understanding of RE technologies, especially wind and solar power; clearly understand the guidelines and policies of the Government, procedures and processes for the development of RE projects in Vietnam. The specialists, in addition to professional qualifications, are also equipped with English, can easily work with foreign customers.
The main function and task of the RE department is to perform consultancy on potential assessment, planning, site selection, investment project formulation, and design for projects using RE for power generation.
The Department of Renewable Energy is a unit that is always at the forefront of the field of Vietnam’s renewable energy, understands the Vietnamese power system well, and has experience in successfully implementing RE development planning (wind, solar, biomass) for many provinces, understand and have experience in surveying and screening potential locations for wind and solar energy, identifying the most promising locations for survey and measurement.
The department has experience in designing and erecting more than 100 wind measuring masts (height from 45m to 120m) in islands and many provinces such as Ninh Thuan, Binh Thuan, Lam Dong, Soc Trang, Tra Vinh, Ben Tre, Gia Lai, Dak Lak, Binh Dinh, Phu Yen, Quang Binh, … participate in implementing many wind power and solar power projects with a capacity from a few MW to thousands of MW.
The Department has also participated in many important projects as an independent/joint venture with international consultants in internationally sponsored projects such as the Vietnam Wind Map project (the investor of the World Bank), the project to collect wind measurement data and policies related to wind power (the investor of the General Department of Energy), the project to install and operate 10 wind measuring masts 80m (the investor of the KfW Bank) and was selected in the above projects.
The experts of RE Department have been invited to contribute expert opinions to many domestic and foreign specialized seminars, the Department is the first consulting unit sought by foreign customers.
During the operation, all officers and employees of the RE Department have constantly made efforts to achieve many achievements and contribute to the company. It is possible to mention typical works marking work achievements.
Phu Lac is one of the first wind power projects in Vietnam. The Renewable Energy Department has participated in searching, selecting locations, surveying and assessing wind potential and making consulting documents for the project’s phases. This is a project using a loan from KfW Bank (Germany), requiring international EPC bidding.
The Department of Renewable Energy has entered into a partnership with consultant Fitchner to win the consultancy contract for the implementation of the Phu Lac wind power plant project. Although this is a new type of work, for the first time, the staff of the Renewable Energy Department had to make great efforts to both work and study, but the department successfully completed it without any errors and participated in commissioning successfully, on schedule in September 2016. This is the premise for the Company to continue to provide similar services in the future.
Since 2001, the World Bank has published the document Wind Atlas for Southeast Asia, including Vietnam, which is widely used as a document for the development of wind power projects in Vietnam. In the process of using, realizing that there is a big difference between the document and the direct measurement results of the projects, the World Bank plans to re-implement this document through the project “Assessment of wind resources at selected locations in Vietnam”.
In 2008, the Renewable Energy Department was trusted and selected by the World Bank as a local consultant along with the American consultant (the True Wind Solution) to implement this project. The results of the project are maps of Vietnam’s wind potential with 3 altitudes of 60m, 80m and 100m, which are used by the Ministry of Industry and Trade and investors as research and evaluation documents on wind potential areas in Vietnam.
From 2011-2014, in order to promote the development of wind power projects in potential areas through monitoring and providing detailed data sets according to international standards to investors in need, the GIZ sponsored the Ministry of Industry and Trade to install 10 of 80m- high wind measuring masts in localities with wind potential. The Department of Renewable Energy is trusted to implement this project. Through the project, the experts of the Renewable Energy Department better understand the picture of Vietnam’s wind potential, creating a premise for the unit to be trusted by investors for a series of wind power projects.
The General Department of Energy is the advisory unit of the Ministry of Industry and Trade on Renewable Energy. Realizing the ability and experience of PECC3 in the field of wind power, in 2012, the General Department of Energy assigned PECC3 to implement the above project. This is Vietnam’s first and sole project on onshore wind power planning on a national scale. The successful project further enhances PECC3’s reputation in the field of wind power.
In 2019, the Renewable Energy Department is selected as one of the units participating in the first offshore wind power project in Vietnam (off the coast of Ke Ga Cape, Binh Thuan province with a total expected capacity of 3400MW, phase 1 (600MW) is called Thang Long Wind project). Tasks include participating in making additional planning report, collecting and analyzing wind potential assessment data from Lidar anemometers placed on the rig, ….
With this project, PECC3 once again is a pioneer consulting unit in the field of offshore wind power in Vietnam. After the Thang Long Wind project, many investors of other offshore wind power projects have come to PECC3 to contract for consulting services for technical assessment, assessment of grid connectivity, assessment of wind potential and layout wind turbine optimization, etc…
