On June 18, 2026, at the headquarters of Power Engineering Consulting Joint Stock Company No. 3 (PECC3), a contract signing ceremony was held for consulting services covering surveys, preparation of the Feasibility Study Report (FS), and specialized studies for the Hiep Phuoc LNG Power Plant Phase II Project. The event marked another important milestone in the cooperative relationship between PECC3 and Hiep Phuoc Power Company Limited (HPPC), following the successful implementation of Hiep Phuoc LNG Power Plant Phase I.
Contract Signing Ceremony for the Hiep Phuoc LNG Power Plant Phase II Project between HPPC and PECC3
The Hiep Phuoc LNG Power Plant Phase II Project is planned to be located adjacent to Hiep Phuoc Industrial Park, Hiep Phuoc Commune, Ho Chi Minh City, and is included among the key power generation projects under the Revised National Power Development Plan VIII (PDP VIII). The project is expected to have a capacity of approximately 1,500 MW, utilizing liquefied natural gas (LNG) as fuel, and is targeted for commercial operation before 2030. Upon completion, the project will contribute to strengthening power supply reliability in Southern Vietnam, enhancing national energy security, and promoting the energy transition toward a cleaner, more efficient, and lower-emission energy system.
Under the signed contract, PECC3 will provide consulting services during the project preparation phase, including surveys for the Feasibility Study Report, preparation of the Feasibility Study Report and specialized technical studies for the Hiep Phuoc LNG Power Plant Phase II Project. In addition, PECC3 will prepare planning adjustment reports, conduct surveys, and prepare the Feasibility Study Report for the 220 kV Hiep Phuoc LNG Phase II – Binh Chanh Transmission Line Project. These activities will be carried out in compliance with applicable regulations and will serve as the basis for subsequent project development stages.
The ceremony was attended by representatives of HPPC’s leadership, PECC3’s management, and specialists from relevant departments of both parties. In a professional and collaborative atmosphere, representatives of HPPC and PECC3 discussed and agreed upon key contractual matters, including the scope of work, technical requirements, implementation schedule, and coordination mechanisms throughout project execution. Both parties reaffirmed their commitment to close cooperation to ensure the quality of the Feasibility Study Report, compliance with applicable regulations, and fulfillment of the project’s development objectives.
The continued selection of PECC3 reflects the successful partnership between HPPC and PECC3 in the development of the Hiep Phuoc Power Center. Previously, PECC3 was responsible for preparing the Feasibility Study Report and Technical Design for the Hiep Phuoc LNG Power Plant Phase I Project. With more than 45 years of experience in power engineering consulting and extensive involvement in major gas-fired power projects such as O Mon II, O Mon IV, Quang Trach II, Mien Trung I, Mien Trung II, and Son My II, PECC3 possesses significant advantages in supporting the Owner throughout the next phase of project development.
