On 24 December 2025, the Vietnam Monitoring Committee held a conference at the headquarters of Power Engineering Consulting Joint Stock Company 3 (PECC3) to disseminate the Amended Construction Law and activities related to the ASEAN Mutual Recognition Arrangement on Engineering Services. The event was organized to help individuals and organizations in the construction sector stay informed about the latest legal regulations and the regional integration roadmap for technical services.

The conference was chaired by Mr. Bui Duc Dung, a member of the Engineering Monitoring Committee, with the participation of MSc. Eng. Pham Thi Thu Hang from the Committee’s Secretariat. A major focus of the program was the introduction of fundamental new points in the Amended Construction Law, which was recently passed by the 15th National Assembly and will take effect on 1st July 2026. Key updates include changes to the classification of investment capital sources and project types, as well as new provisions allowing investment decision-makers to use FEED or technical designs in place of basic designs in Feasibility Study Reports. The conference also covered updated appraisal contents performed by specialized construction agencies. These updates provide essential information for businesses and individuals to align their operations with the upcoming legal framework.
In addition to the legal updates of the Construction Law 2025, representatives from the Monitoring Committee provided detailed information on cooperation programs between Vietnam and other ASEAN nations regarding mutual recognition and specific guidance on the registration procedures for the ASEAN Chartered Professional Engineer (ACPE) standard. This topic saw significant interest from engineers and consultants in Ho Chi Minh City looking to enhance their professional competitiveness and expand their practice opportunities within the region. According to data from the 56th ACPECC meeting, Vietnam currently has 362 engineers recognized as ACPE out of a total of 32,433 licensed practicing engineers nationwide (approximately 1.12%).

The event was attended by engineers and experts from PECC3, PECC2, Ricons, Sika, and ACS Legal. During the discussion sessions, the Monitoring Committee directly addressed queries regarding the new regulations and international certification processes.
The conference concluded successfully, contributing to the international integration of Vietnam’s construction workforce and enterprises.
