In the morning of April 19, 2018, the Deputy Minister of Construction- Mr. Le Quang Hung, representative of the National Acceptance Board officially announced of the completion acceptance of the whole Vinh Tan 4 thermal power plant project with 3 months exceeded compared to the EPC contract. The plant has been designed, constructed, erected, inspected and commissioned in accordance with the standards, criteria and regulations of the Vietnam laws as well as the requirements of the contract. The warranty parameters, especially environmental parameters overfulfiled the contractual commitments. The National Acceptance Board highly appreciates the capabilities, coordinations, experiences and continuous efforts of the Management Board of Vinh Tan Thermal Power Project, the Power Engineering Consulting Joint Stock Company 3 (PECC3) and the DMPP throughout the project implementation.
On the same day, the Vinh Tan 4 Thermal Power Plant Project was also chosen by the Ministry of Construction to be a construction project of the 60th Anniversary Celebration of Vietnam’s Construction Industry.
When being in commercial operation in 2018, Vinh Tan Thermal Power keeps a very important and meaningful position in supplying electricity to the Southern area in the current power-shortage stage while some other thermal power plants in the South have not been able to be in operation as schedule.
Located in center of Vinh Tan Power Complex, Vinh Tan 4 Thermal Power Plant has a capacity of 2×600 MW supplying annually to the power system about 7.2 billion kWh, contributing to strengthen the capacity of electricity supply for economic and social development to the southern area; reducing the dependence of electrical systems on hydropower especially in dry season and dry years; reducing the electricity output transmitted from the North to the South; reducing the power loss, increasing safety, stability and economics for the power system’s operation.
Thus, only within the last 6 months, as a consultancy (the Owner Engineer) of projects, PECC3 has contributed the efforts into the continuous completion of the two large-scaled thermal power projects that were Duyen Hai 3 Project with capacity of 2×600 MW and the Vinh Tan 4 Project of 2x 600 MW in reaching schedule and high quality. That is the evidence demonstrated the tremendous growth of the team of engineers in both management and engineering skills in thermal power field, creating motivation and confidence for PECC3 to continue in implementing similar projects in the future.
