On June 16th 2023, the O Mon II thermal power plant project was approved by the Electricity and Renewable Energy Authority-Ministry of Industry and Trade. The Board of Members of O Mon II Power Company Limited (OM2PC) issued a decision to approve the investment project to build O Mon II thermal power plant on July 19th 2023 with information that the project will be applied the advanced combined cycle gas turbine technology, using clean fuel from block B52 natural gas, is highly efficient, environmentally friendly in line with current sustainable development trends. Therefore, the factory’s impacts on the environment, tourism landscape, and social security are minimized and strictly controlled.
Next is the preparation of EPC bidding documents, AFRY prepared the Instructions to Bidder (ITB) documents. During preparation process, the Consultant Consortium of PECC1 and PECC3 supported AFRY as the request of OM2PC. On September 30th 2024, OM2PC officially released the ITB documents to Bidders according to the list. In which:
– ITB issue date: 30 Sept 2024
– Bid clarification period: 1 Oct 24 to 10 Feb 2025
– Bid submission date: 24 February 2025
– Bid review period and clarification requests: 26 Feb 2025 onwards
– Review meeting with bidders: first half of 2025
– Selection of preferred bidder: 3Q 2025.

In the morning of November 21st 2024, OM2PC organized a Site trip with related parties included PECC1, PECC3, AFRY and Bidders to survey the Site and 500kV substation yard to serve Power grid connection services and connection points for shared items with other projects in O Mon Electricity Center, specifically as follows:
– Site Visit – near Hau river location (general layout, riverbank, water intake, unloading equipment, laydown…)
– Site Visit – 500KV substation (grid connection equipment, Switchgear room)
– Site Visit – OM1 Project for Oil jetty, Pipe Rack, Oil gas piping line
– Site Visit – OM1 Project for CW discharge and other area
In the afternoon, OM2PC held a pre-bid meeting to clarify questions from related parties. Attending the conference were leaders of the Department of Industry and Trade of Can Tho City, representatives of GENCO2, Domestic and International Bidders. At the conference, OM2PC provided project information and clarified issues of concern to some contractors such as scope of implementation, interfaces with related infrastructure works, construction plans, and construction road, etc.
According to the expected schedule, the plant will commercially operate in 2028 to ensure compliance with the overall progress of the Block B gas-electricity project chain. When operating, the project will play a significant role to the national and local power system, specifically:
– Adding about 6,300 GWh of electricity output to the power system from 2029 onwards, mainly providing electricity on-site for the Mekong Delta region.
– Significantly increasing the proportion of thermal power in the power source structure of the system to solve the problem of power shortage in the dry season due to hydropower plants running out of water. At the same time, it also increases the backup power source for the system.
– Promoting the exploitation and use of natural gas from Block B mines. Diversifying power generation sources to ensure national energy security;
– Creating jobs for workers in the power plant with stable income, contributing to the socio-economic development of the locality and welfare in the surrounding area;
– Bringing significant revenue to the national budget through revenues;
– Encourage and attract other projects to invest in the area.
