{"id":2123,"date":"2019-06-06T08:43:40","date_gmt":"2019-06-06T01:43:40","guid":{"rendered":"https:\/\/web.pecc3.com.vn\/?p=2123"},"modified":"2021-04-14T13:18:41","modified_gmt":"2021-04-14T06:18:41","slug":"yangjiang-declaration-at-global-offshore-wind-conference","status":"publish","type":"post","link":"https:\/\/www.pecc3.com.vn\/en\/yangjiang-declaration-at-global-offshore-wind-conference\/","title":{"rendered":"Yangjiang Declaration at Global Offshore Wind Conference"},"content":{"rendered":"<p>We, representatives from\u00a0 \u00a0governments, enterprises, academia and\u00a0 NGOs from more\u00a0 than\u00a0 10\u00a0 countries and\u00a0 regions around the\u00a0 world, unanimously approve to adopt the\u00a0 &#8220;Yangjiang Declaration at\u00a0 Global\u00a0 Offshore Wind\u00a0 Conference&#8221; at\u00a0 the\u00a0 GOWS 2019\u00a0 held\u00a0 in\u00a0 Yangjiang, Guangdong Province from May\u00a0 31 to\u00a0 June 2, 2019. GOWS 2019, under\u00a0 the\u00a0 theme of\u00a0 &#8220;International Cooperation, Industrial Collaboration, Innovation Driven-Accelerating High-Quality Offshore Wind\u00a0 Development&#8221;, is aimed\u00a0 at\u00a0 promoting global offshore wind\u00a0 development, and improving the\u00a0 international cooperation and exchange\u00a0 mechanism.<\/p>\n<p>We are convinced that\u00a0 by 2030, the\u00a0 cumulative installed capacity of global offshore wind will reach\u00a0 300 GW, a reasonable conclusion made taking into account\u00a0 such factors as current development status, industrial planning of countries and the\u00a0 evolutionary trend of technologies. We believe that\u00a0 offshore wind\u00a0 represents an important force\u00a0 in achieving global energy\u00a0 transition. It has become the consensus\u00a0 of countries to\u00a0 accelerate energy\u00a0 transition and\u00a0 take\u00a0 the\u00a0 road\u00a0 of green\u00a0 and\u00a0 sustainable development. European practices demonstrate, offshore wind plays\u00a0 an important role. In the\u00a0 meantime, offshore wind\u00a0 has seen significantly reduced costs in\u00a0 recent\u00a0 years, and some\u00a0 projects no longer need\u00a0 subsidies, thus\u00a0 becoming a green\u00a0 energy\u00a0 with competitive price.<\/p>\n<p>We believe that\u00a0 vigorous development of offshore wind\u00a0 will produce good\u00a0 social and economic benefits. The offshore wind featured by long industry chain can not\u00a0 only\u00a0 stimulate direct investment, promote local industrial structuring and upgrading, but\u00a0 also create a large\u00a0 number of jobs, thus\u00a0 representing a strategic opportunity that countries should firmly grasp. In addition, as it involves a number of state-of-the-art technologies, the\u00a0 advancement of offshore wind will also accelerate the\u00a0 breakthrough of related technologies.<\/p>\n<p>It is our belief that\u00a0 offshore wind still has huge potential for\u00a0 development. The world has a long coastline and a vast sea area, providing broad space for\u00a0 offshore wind\u00a0 development. Currently, both traditional markets such as UK, Germany, and Denmark, and many\u00a0 emerging markets, have\u00a0 developed ambitious medium- and\u00a0 long-term plans, indicating that\u00a0 the\u00a0 installed capacity of global offshore wind will maintain rapid growth in\u00a0 the\u00a0 future. With the\u00a0 advancement\u00a0 of\u00a0 technology, deeper\u00a0 \u00a0and\u00a0 open\u00a0 sea will be\u00a0 fully developed, thus\u00a0 further expanding the development space of offshore wind.<\/p>\n<p>In order to achieve\u00a0 the\u00a0 above\u00a0 goals and accelerate global offshore wind\u00a0 development, the\u00a0 following six initiatives have\u00a0 been proposed:<\/p>\n<p>1. Strengthening\u00a0 global cooperation. Strong\u00a0 \u00a0support\u00a0 and\u00a0 close\u00a0 \u00a0cooperation\u00a0 of\u00a0 governments will\u00a0 contribute to\u00a0 \u00a0the\u00a0 \u00a0rapid\u00a0 \u00a0and\u00a0 stable development of\u00a0 global offshore wind. The international community should jointly\u00a0 create\u00a0 an\u00a0 open\u00a0 and\u00a0 cooperative global offshore wind collaborative\u00a0 development\u00a0 space,\u00a0 establish\u00a0 an\u00a0 \u00a0efficient\u00a0 and\u00a0 \u00a0transparent\u00a0 industrial\u00a0 governance system, and\u00a0 \u00a0realize\u00a0 the\u00a0 \u00a0sharing of infrastructure, data\u00a0 \u00a0and\u00a0 \u00a0information.\u00a0 Adhering to\u00a0 \u00a0the\u00a0 \u00a0principle\u00a0 of\u00a0 achieving\u00a0 shared\u00a0 \u00a0growth\u00a0 through\u00a0 discussion and\u00a0 collaboration, governments, enterprises, NGOs, academia, international organizations and\u00a0 other stakeholders are\u00a0 encouraged to\u00a0 play\u00a0 a greater role in accordance with their respective roles\u00a0 and responsibilities.<\/p>\n<p>2. Fostering technological\u00a0 innovation.\u00a0 Technological innovation\u00a0 is\u00a0 the\u00a0 \u00a0core\u00a0 \u00a0driving force\u00a0 \u00a0for\u00a0 \u00a0offshore wind\u00a0 development. A\u00a0 smooth communication channel should be established on a global scale to\u00a0 share the\u00a0 latest research results of countries. Efforts should be made\u00a0 to promote\u00a0 collaborative innovation, increase investment\u00a0 in\u00a0 the\u00a0 construction of\u00a0 public test\u00a0 platforms, accelerate the\u00a0 development of\u00a0 key common technologies, encourage enterprises to increase R&amp;D and innovation investment through tax abatement, develop more\u00a0 efficient and adaptable offshore wind turbines, accelerate technological breakthroughs in wind\u00a0 measurement, foundation and transmission, and promote offshore wind\u00a0 development towards deeper\u00a0 and open\u00a0 sea.<\/p>\n<p>3. Establishing a fair\u00a0 and\u00a0 open\u00a0 market. A fair\u00a0 and\u00a0 open\u00a0 market environment is\u00a0 conducive to achieving the\u00a0 survival of\u00a0 the\u00a0 fittest through competition, promoting the free\u00a0 flow\u00a0 of advanced technologies and optimal solutions on a global scale, ultimately improving the development level\u00a0 and efficiency of countries, and bringing prosperity to the\u00a0 overall market. A transparent and stable\u00a0 market allows investors to have clear earnings expectations and\u00a0 increase their investment enthusiasm. Countries should ensure\u00a0 long-term market stability in\u00a0 form\u00a0 of\u00a0 laws\u00a0 and regulations, establish a\u00a0 fair\u00a0 market access\u00a0 system, develop an\u00a0 international coordination mechanism for\u00a0 technical standards, promote multilateral mutual recognition of\u00a0 certification results, and\u00a0 eliminate trade barriers so that\u00a0 all\u00a0 parties can fairly enjoy the\u00a0 development opportunities brought about by offshore wind.<\/p>\n<p>4. Intensifying personnel training and encouraging talent flow. Offshore wind\u00a0 is a multi-disciplinary, and multi-technical cross-over systematic project that\u00a0 places\u00a0 particularly high\u00a0 requirements for\u00a0 practitioners&#8217; skills.\u00a0 Countries should establish a multi-level offshore wind\u00a0 education and training system\u00a0 as soon as possible, cultivate professional talents with a global perspective, and improve practitioners&#8217; professionalism; and establish a global talent flow\u00a0 mechanism, encourage the\u00a0 free\u00a0 flow\u00a0 of talents in offshore wind, and promote the\u00a0 international exchanges of offshore wind technologies and experiences.<\/p>\n<p>5. Constructing a strict safety\u00a0 and health protection system.\u00a0 Guaranteeing practitioners&#8217; safety\u00a0 and\u00a0 health Is a prerequisite for\u00a0 sustainable development of the\u00a0 offshore wind industry. Countries should start with the\u00a0 safe and reliable operation of equipment and projects, improve relevant quality assessment\u00a0 and\u00a0 certification mechanisms, set strict qualification thresholds for\u00a0 practitioners and carry\u00a0 out\u00a0 on-going safety training, so as to construct a multi-dimensional safety\u00a0 and health protection system.<\/p>\n<p>6. Boosting the\u00a0 integrative\u00a0 development of\u00a0 offshore wind\u00a0 \u00a0and\u00a0 other marine industries. Tapping\u00a0 \u00a0the\u00a0 potential of\u00a0 marine\u00a0 resources and accelerating the\u00a0 industrial structuring of the\u00a0 marine economy is an important economic development strategy implemented by countries. In this\u00a0 process,\u00a0 offshore wind can play\u00a0 a good\u00a0 supporting and radiating role, driving the\u00a0 development of port construction, marine renewable energy\u00a0 equipment\u00a0 manufacturing,\u00a0 and\u00a0 \u00a0marine\u00a0 aquaculture\u00a0 industries.\u00a0 Countries should\u00a0 strengthen\u00a0 relevant\u00a0 research and\u00a0 \u00a0practice exploration, achieve multiple-industry coordinated development, and improve the\u00a0 utilization efficiency of marine resources.<\/p>\n<p>In order\u00a0 to ensure\u00a0 the\u00a0 smooth completion of the\u00a0 2030 goal, following actions\u00a0 will be taken:<\/p>\n<p>1. Regularly assess progress\u00a0 on the\u00a0 300GW goal and\u00a0 implementation of the\u00a0 six initiatives, and\u00a0 produce an annual report on progress to\u00a0 be discussed\u00a0 at GOWS.<\/p>\n<p>2. Organize relevant\u00a0 national\u00a0 institutions\u00a0 to\u00a0 carry\u00a0 \u00a0out\u00a0 \u00a0joint\u00a0 research\u00a0 \u00a0on\u00a0 \u00a0eco-environmental\u00a0 \u00a0impact\u00a0 assessment, R&amp;D\u00a0 progress of state-of-the-art\u00a0 offshore wind\u00a0 technologies, supporting policy\u00a0 mechanism for\u00a0 \u00a0offshore wind, (medium-\u00a0 and\u00a0 long-term) offshore wind development goals, common technologies\/management plans\u00a0 to\u00a0 reduce\u00a0 costs, socio-economic value\u00a0 of\u00a0 offshore wind\u00a0 industry chain, and global offshore wind market information and data, and timely release\u00a0 relevant research results for\u00a0 dissemination on a global scale.<\/p>\n<p>3. To facilitate international communication and cooperation, a workshop will be held\u00a0 during GOWS events\u00a0 as an open\u00a0 platform for\u00a0 expert consultation, experience &amp; know-how sharing, and addressing issues &amp; challenges observed in global offshore wind\u00a0 development.<\/p>\n<p>4. Designate a specialized agency\u00a0 to\u00a0 collect and\u00a0 integrate the\u00a0 information of the\u00a0 global offshore wind\u00a0 industry chain, and\u00a0 regularly publish relevant information through multiple channels, to achieve\u00a0 transparency and sharing of information.<\/p>\n<p>5. Present\u00a0 awards\u00a0 \u00a0to outstanding projects and\u00a0 organizations with\u00a0 technical breakthroughs, as\u00a0 well\u00a0 as persons\u00a0 \u00a0who\u00a0 have\u00a0 made\u00a0 a great contribution to boosting offshore wind development during GOWS events\u00a0 starting from 2020.<\/p>\n<p>6. In view\u00a0 of the\u00a0 huge development potential of offshore wind in emerging countries, but\u00a0 with the\u00a0 technology and management levels\u00a0 yet\u00a0 to be improved, various forms\u00a0 of\u00a0 training activities will be\u00a0 organized to\u00a0 accelerate the\u00a0 capacity building of\u00a0 offshore wind\u00a0 industry in\u00a0 these countries.<\/p>\n<p>7.
